Sure. In the resource's menu (book cover, upper left corner of the resource pane), you will find two items of interest: "Show Locator Bar" and "Show Table of Contents." I assume that you have the second one checked, but the first one not. You can check the first to give you the open/close arrow for the TOC, or you can just uncheck the second.
This is true for ALL resources, not just user created ones.
