CONFIRMED
Neither the Holman Concise Bible Commentary nor the Holman Bible Handbook opens to Matt 4:1-11 from the PG (nor to the section that contains those verses, which you cite above). I've seen this behavior with some other 'broad-stroke' commentaries, and just thought it was normal behavior for Logos materials. But you're right, it should default to the section before, rather than the section after the reference, when the reference is not explicit in the article heading.
(However I also tried opening the Holman New Testament Commentary from the PG and it did open to Matt 4:1-11.)

The problem comes when the citation is not specifically indexed in the target resource. So the Holman Concise goes to the first index that contains the correct chapter number, or the first one following the citation. It would be nice if it would go to the citation previous, if an exact match is not found.

I agree. I also wonder if it's possible to open to any verse or range of verses that are within the range of the PG. E.g. I did a PG for Genesis 18:1-21. the Bible Knowledge Commentary opened to 2 Kings 18:13-16. The BKC is indexed as follows:
18:1-818:9-15
18:16-2118:22-33
Why couldn't it have jumprd to any of the first three which all fall within the PG range?

The problem here is not with the passage guide, but with the tagging in the BKC resource. A small section of 2 Kings, beginning on pg 573 of volume 1 is incorrectly tagged as Genesis.
