Is it possible to transfer me notes from my account to another.
Sort of - but I'm not sure whether it works on Logos 4. You'd need a faithlife group where you and the other account(s) are members of.
Go to documents.logos.com - you'll see your note files there. Publish them to the group. The other accounts can then go to the group's page and get the notes into their Logos installation.

I have bought 5 books from another Logos user. Is it possible to transfer the highlightings?
Since highlights are now notes: this should work just the same, i.e. I think yes.
But: it depends on how this user organized his/her highlights. If they are in note files per book: easy. If they are in one large highlighting file (such as mine): even more easy, but you would get all the highlights this user has done in all his library - not everybody would like that. If they are in pallette-specfic files, the user would need to share with you all the highlight files he/she applied.
If the user is willing to share this with you, and (s)he highlighted with more than just yellow solid, make sure you get an explanation for the highlights. E.g. I tend to highlight with grrrrrey color (associated with the R key) those remarks that I don't buy into and rather make me grrrrrr. When I highlight in green a resource or article mentioned, it means I own this resource, not necessarily I subscribe to the views of the author. So each individual may have their (possibly undocumented and not always consistently used) highlighting scheme.
