Does Logos have the 2nd LBC (1689) available for purchase anywhere? Thanks for any help.

I don't know off the top of my head... Have you searched google? There is a good chance someone has turned it into a personal book. Use the syntax site:community.logos.com

I actually found it in:
Schaff, Philip. The Creeds of Christendom, With a History and Critical Notes, Volume III: The Evangelical Protestant Creeds, With Translations. New York: Harper & Brothers, 1882.
It's listed as the Baptist Confession of 1688 (The Philadelphia Confession).
