I talked to Comcast about internet service at the church and they asked me who much band width I needed. Naturally, I didn't know. I expect between 25 and 50 mobile users to start with. How much do I need?

I think you'll find that just about any high-speed connection will be sufficient to run Proclaim. I wouldn't worry about the bandwidth as much as what makes sense for you financially.
I would also add that if your mobile users are connecting to the internet through your wireless network rather than through cellular data plans, then a cheap wireless access point is going to grind to a halt under the load of 50+ connections, regardless of internet connection speed. You may need to install some commercial grade wireless access points. A big internet connection "pie" won't do any good if your router can't slice and serve slices of it to your users quickly enough.
