It seems it depends on where in these resources you click. If you click in text outside of any Scripture passage, it does have a Report typo command, on the Selection tab:
But if you right-click anywhere else (i.e., in Bible text), there is no Selection tab, only a Reference tab, which doesn't have "Report typo" on it:

Well, sort of, but not quite. It's because the Bible text is 'dynamic', i e it's just a kind of window to your preferred Bible. A window with a glass in, unfortunately. So to report a typo, you first have to open the window, i e click on the reference to go to the Bible itself, and then report it from there.
This is the same reason you can't see footnote numbers, cross references, or your own note icons, or add a reference note for that matter.
It happens in all lectionaries and harmonies, and is desperately annoying when trying to study the Bible from a lectionary. I can live without the ability to report a typo -- typos in Bibles are pretty rare anyway -- but I do need the footnotes and cross references as much as when studying directly from a Bible, and I do need access to my notes, and the ability to make new ones.
In other words, this isn't a 'bug', per se, but rather an 'unimplemented feature'. One that's almost at the top of my wish list.
EDIT: I remembered incorrectly. Although notes can't be added to, or seen in, lectionaries, they can be added to harmonies, but only to pericopes, not to individual verses within a pericope. No idea why lectionaries and harmonies differ in this respect.
