Note: The current edition of LHI does not list this as jussive in the morphology (previous versions based on AFAT did include the jussive tag on this word, as the current version of AFAT does), though the gloss includes the word 'let', so that is perhaps the way Prof. Woldemar Cloete, the Psalms editor, read the word.
It's common in Qal verbs for the jussive to have the same form as the imperfect, but since the verb in question is קום, a 'hollow' verb, one would expect the jussive form to be יָקֹם. See GKC §48g.

So, the bold bit above sparks my interest..."current edition"?? Is there some sort of pose I have to affect to get this upgraded edition? Do I have to manually download the ftp for it to update in L3? (I'm guessing I do, since I just checked in L5 and see the different morph tags there.)

That is the case. The latest version of LHI uses the Lexham Hebrew Bible text as its base. Since it uses a new morph scheme, we're not able to release updates to the Libronix 3 version. The latest version is available for Logos 4 and 5.
As previously stated, the AFAT analysis does list this as jussive, even in its latest incarnation. It's just that the latest version of LHI doesn't use AFAT as its textual base.

The Hebrew versification differs from the typical English versification. In several of the Psalms, verse 1 in the Hebrew is treated as a 'title' in the English, and verse 2 in the Hebrew becomes verse 1 in the English with all subsequent verses off by one. Logos maps these verse differences so that you can link and scroll resources together, or get to the right verse in your preferred Bible when you click on references regardless of which versification scheme the link was originally coded with.
