It would be nice if just my, say, desktop computer were scheduled to download new resources and then from there update my laptop over my home network rather than my broadband connection. Perhaps this can already be accomplished.

I don't know of any automated way to do this.
It may be possible to do manually but it would involve working out which resources had been downloaded (i.e. finding the files in the Resources folder), copying them to an area which is accessible from your laptop and then using the "Scan" command.
This is a variant of Method 3 in http://wiki.logos.com/Quick_Installation_onto_multiple_computers
I can envisage some issues in getting this working even manually

Set the desktop to download on schedule/automatically and the laptop NOT to download automatically. You could use a Network path (M:\Resources) to the resources folder on desktop, or copy them to a removable drive (M:\Resources) and then use the command
scan M:\Resources
on laptop. Restart the laptop for it to discover new/updated resources and then index.
