Difference in bringing up Table of contents

How come some resources have a "<<" that can be clicked to open the table of contents, and other resources do not, and require you to click on the resource icon in the top left corner and select Table of Contents there? Wouldn't it be more intuitive to have it done in one way?

Are you talking about whether the 'locator bar' is displayed or not (which includes the '<<'). Or are you saying some resources don't have the ''<<' on their locator bar?
I tried a bunch of my resources and couldn't find any missing '<<'s.

AH! That's what it is - sometimes the locator bar is turned off! I didn't know that was a setting.
I was having the problem in the ESV, and the "<<" is there now. Thanks for the help!!
