Explorer window doesn't follow when clicking on different verse

I have the Explorer tool set to "Follow"

If I start from a verse (as below)

and then click on another verse in the text, the verse shown in the locator box changes but Explorer doesn't follow it

It does follow if I scroll up and down in the text.

Should Follow work when just changing the verse selected by clicking on it?

This behavior is by design. The linked resources and tools will update when the actual location changes.
