Does Bible Facts works only if you own a Base Package?

I just opened a new logos account to one of my friends and he does not have any base packages. After I installed Logos 5, and activated Faith Study Bible, it was downloaded to his library. When I go to Bible facts, it does not show anything. Is this because he doesn't own base package, because I know that faithlife study Bible has lots of maps and pictures...

You must have at least the minimal cross grade to get any of the Bible Facts datasets. The screenshot below is from the Logos product page indicating the datasets you have access to at each package level. Going from left to right it begins with the minimal cross grade, then starter, and so on.
Note that the minimal cross grade gives you only the events dataset. You must have starter or above to get the others

Yes, the Bible Facts datasets are a part of the base packages. Those datasets are the framework that Bible Facts uses for its subject indexes.
If you scroll down to the bottom of the comparison chart: http://www.logos.com/upgrade, you'll see that Bible Facts People/Places/Things are included in all base packages Starter and above, but they are not included in the Minimal Crossgrade.

BTW, that's because the Minimal Crossgrade is intended for use with an L4 base package, which would have already included those datasets. The MC represents the feature difference between the L4 and L5 base packages.

The tables in this wiki page will confirm what Fred and Todd have said and give you an idea about options e.g. Logos 4 Min Crossgrade + Logos 5 Core Datasets vs. Starter package. If you won't miss Events then Logos 4 Min Crossgrade gives People/Places/Things.
