Hand tool not able to reposition map in 5.1 beta 6 (Mac)

Zooming and other functions work, but once zoomed in, I can't reposition the map.

I'm on a Macbook pro running Mountain Lion 10.8.3.

Actually on further inspection, it is working on other maps, but NOT on this one in the Biblical Facts tool.

I can confirm this behavior on my MacBook Pro running the same version as you.

I am able to reproduce this issue and will create a case for Development.
