Why is the command box so slow and unresponsive, even in L5?

That is not a common issue so please explain what you are doing (what commands?), and what is your operating system?
Also, enable logging and upload logos.log immediately after executing some slow commands.

Windows 7 Home, Atom (dual core I think) CPU, 4MB RAM, Acer laptop.
Just typing in "update now" or the name of a book to open. The typed characters take a long time to appear, and the spinner for the Command Box spins for a long time (maybe 30 minutes) before it responds.
Logos was not indexing at the time. Had Google Chrome open with a couple of tabs. Perhaps Word was open also.
Is this normal?

No. One or two seconds is normal. As Dave says, uploading your logs is the only way to track down the problem.

Curious about Acer model ? storage ?
Noticed Acer has Inspire One netbook models with Intel Atom N450 processor and 5400 RPM disk drive, which would be noticeably slow for Logos use.
Personally have a Dell Latitude ST tablet with an Intel Atom Z670 processor and 128 GB Solid State Disk (SSD). Intel Atom is slow for Logos.
