My son has accepted a Kingdom Challenge to read/study about a different Bible personality each week for a year. He has asked me to help him do this. How would one construct this reading plan. Any input would be appreciated.

My honest opinion? I don't think Logos is currently designed well to do this. Reading plans can't be finely tuned currently. This is an area which needs improvement. My advice? See if YouVersion has such a plan.
I agree, I don't think you can do it with a "reading plan" as in the Logos feature, but one can still set up one's own systematic week-by-week study. I'd use as a guideline a book that covers different a whole collection of different Bible characters. Typically such books will also tell you where to look in the Scriptures for the key texts about that person. Or you can use the Biblical People feature to find those texts.
Some suggested books of in-depth Bible character studies:
In addition to the resources Rosie listed, Rick Warren's Bible Study Methods has a chapter on how to do a Bible character study:

Even includes a form to fill out.
Try also Lockyer's books: All the Men/Women/Apostles of the Bible; they are all separate books.
