Docking of Panels

Is there a setting for a panel to remember the last position it was docked in?

For example, I would like my text comparison panel is always open horizontally at the bottom of the screen. At the moment is always opens vertically and on teh right and I have to manually drag it to the position I want.

Is there a setting for a panel to remember the last position it was docked in?

No, unfortunately. However, rather than clicking it, you can drag it from the Tools menu or Shortcut bar directly to where you want it to be.
