This is an internal error in the Microsoft Text To Speech synthesiser. This post indicates that it can be caused by having third-party speech engines installed, and suggests that uninstalling them can stop this error occurring.
Otherwise, I'm not sure if there's any way we can work around this; you may just have to avoid the Explain and Read Aloud features, sorry.
