So, I"m think of getting a Surface 2 when it comes out. Is there an ap for this? This plays a significant part in my final decision.

Depends which version you are getting. The Surface RT has a simple app, apparently only good for reading. The Surface Pro (full Windows 8) will run Logos 5 and the app (it will not run Logos 4)!
EDIT: Surface Pro will run Logos 4 but Logos 5 is better!
