Every time I open it it starts to sign in and crashes.

Have you tried loading to a blank layout? Press and hold the command key (control key PC) immediately upon startup. If that doesn't work, enable and post logs. If you are on Mac, see my signature line for a link to instructions.

I haven't ever seen this error before, but it sounds like you might have unexpected data in one of your local files. Please try deleting the following folder:
/Users/fmgreer/Library/Application Support/Logos4/Documents/5zczdjgq.9v5/DeviceResourceManager
