Ok, I'm not a Bible scholar so I need help with this text. I'm assuming this is Zechariah, but Willmington's Bible Handbook says Zephania. Who is really seeing the man with the measuring line?

It looks like a typo - but I checked the print version, and the typo appears there, as well. You can report typos from the desktop app.
