After I downloaded the program and it tried to open it gives me an error and says it has to close, I am unable to get to the login page

Sorry to hear you are having problems.
Are you able to enable further diagnostic logging and upload logs after a failed start attempt? Details at http://wiki.logos.com/Diagnostic_Logging

The setup file indicates your version of Logos is up to date with firstly 4.6c SR-5 then 4.6c SR-4! I would try to repair the installation in Control Panel >> Add/Remove Programs --> right click Logos bible Software 4 and select Repair. If Logos starts you can determine the version and whether it is 4.6c SR-5 (the latest version).
If it is 4.6c SR-4 or earlier then clear your Temporary Internet Files cache, re-download Setup and run it.
If Logos does not start then we need some logs as Graham indicated.
