I would say the former.
It's important to study Paul. However, I don't read the NPP, and I could have waited longer for resources as I have much else to study first and generally want as new works as possible - if new means that for example "Gnosticism" perspectives are included.
I am not a Pauline Scholar. I dabble, but that is it. That said, I looked at both collections. The T&T Clark one has standing behind it a top-draw organization for (secular?) Biblical studies. That said, I did not recognize the name of a single author there. But with that group behind it, I strongly suspect that all the treatments are solid studies of where the field is today, with the possibility that some of those books may turn into something key for a generation. On the other hand, sometimes the things that get oldest the fastest are the "contemporary" ones.
For the Baker, I was expecting solid contributions from Conservative Evangelicals - whose voice has been added into biblical studies for a while now. I recognized many names, and more than a few books. I have some of the BECNT volumes, and they seem to be solid commentaries. In addition, I recognized some important works by Fee (one of which I have in print) and Das. They may not always be an expression of the "consensus of scholars", but they would, I think, be viewed as quality work...
But as always, I wonder why you are asking. If you have to ask about these, I question if the price would be worth it for someone on a tight budget. In addition, to just dismiss the NPP as "I don't read the NPP" seems to be academically limiting, since this has been a major aspect of Pauline scholarship for a while now, and so I cannot see how anyone can intelligently understand any Pauline scholarship without reading it.
But you are the only person who can really understand what would be interesting and useful to you.

Since I've reviewed some of the volumes in the Baker Collection earlier on, it has not been an option in the first place. I disagree about BECNT.
(A couple of the authors in the T&T Clark Collection are from my home country, but I've moved.)
If the T&T Clark Collection is not worth the price for me, I have to wonder are there or will there really be any other, cheaper, options? The price a volume doesn't seem that high. It's a bit big Collection though.

About my budget: I'm more inclined to cancel a Church History Collection pre-pub order, than the T & T Clark Pauline Studies.I'm having a really hard time to have anyone finance a "moped"-car purchase for me. Such a vehicle would be really good in my proprietary firm, and would make me go to Church much more often. And no, no-one is financing big book purchases. So maybe it would be better to focus on life here and now and cancel the enormous Church History pre-pub -order? More about that in: Creating a budget and cancelling orders.

bump! More thoughts? Does anyone think I should cancel the T&T Clark Pauline Studies Collection (28 vols.) or have an argument why I should keep my pre-order which is from July 1. 2013? I went nuts during May 22.-July 16. and have a total of $1,154.70 worth of open pre-pub orders placed during that period. I should not have looked for trouble and I would only have missed interesting topics and more from favourite authors but would have saved a grand!
