Can Proclaim be used on an off-line mode for the live presentation such as at a retreat center where there is no internet access?

Offline use is possible. All you need to do is make sure you have been signed into Proclaim on your computer prior to running offline (Sign into Proclaim while online, make sure to check the box next to 'keep me signed in' when logging in, and do not sign out when shutting down Proclaim). The only thing that will not work will be webpage items and signals (as well as syncing).
