A competitor has this available for $2.99 today. I know the Logos edition has more features, but I wondering if there is a publisher special that could be utilized to lower the $39.95 Logos price today.

I'd like to see a lower price and own Oden's Systematic Theology in Logos. With that said, there was no way that I could pass on the price of $2.99.
That is an amazing price. As you say, I would much prefer it in Logos, but that is a hard price to pass.
I am sure competitors offer such prices to get foothold into the customer's library. If you buy one product from them, then down the road you are more likely to buy something else. Once you start using their software, even to supplement Logos, they have another potential customer. That is what sales are often about.

I think this is a publisher discount. That is why I was hoping to see at least a sale price in Logos.

$39.95? I'm seeing $49.95.
The $2.99 eBook is not the same work. It's a condensed version of the three volume work entitled "Classic Christianity: A Systematic Theology."
I have an academic discount. That may be the difference.
It is advertised as a "complete" volume of the three individual works. It is 948 pages, but I see that the Logos edition is 1538. Thanks for pointing out that this is a condensed version.
