Loading a saved layout and maximizing problem

I am curious to know if anyone else has a problem with L4 when loading a saved layout.

The whole program resizes to not be full screen, then maximizes when the layout loads.

Sometimes, however, it does not return to its maximized/full screen state.

What's up with that?

How often would you say this happens? Is it with one particular layout or many? I do notice the resizing event but I don't recall it loading inconsistently in regards to window size.
