Forum message composer/editor toolbar missing

I don't post or reply to forum messages often but making an attempt to reply to a message this evening I noticed the editor/composer toolbar was no longer present. Am I doing something wrong or has this feature been removed? How does one enter emoticons, font changes, etc.? I don't know if it matters but I am using Windows 7 64bit.

Editing this message to state that I was using IE11 as a browser when trying to reply to a message and had no editor toolbar. On a hunch I launched a Window's version of Safari and found that the toolbar was present.
The question now is there a way to enable this toolbar using IE11. Any help from your experience with this would be greatly appreciated.

A number of people have reported similar problems.
I suggest you have a look at http://community.logos.com/forums/t/77129.aspx and see if the suggestions there help

Thanks Graham. I edited my original post to say I found that the problem exists when I use IE11 but when a launched a copy of Safari in Windows the toolbar showed up. Soooo, it seems to be an IE11 problem. Again thank you and I will follow through with further comment as I learn. I also notice that paragraph and line spacing doesn't seem to do well either when using IE11.0
