I was just wondering, I see many resources I am interested in are in "under development" status. How long does this often take before they are made available? For example the Zondervan Exegetical Commentary on the New Testament Upgrade (4 vols.)?

It varies quite a bit.
It's usually measured in months, but it can take years in extreme cases. For example, the Hebrew Audio Pronunciations has been "under development" for a long time. I've had it on order almost 4 years, but we understand there are several difficulties in getting that project to work.
If you sort the pre-pubs by Progress, you can see the ones that are due to be released in the next month or so:https://www.logos.com/products/search?Status=Pre-Pub&sort=progress&pageSize=60If there's no date given there, chances are it will be in 2014.
