Classic Commentaries "Upgrades"

Are these additional volumes which were not included in the original offering or is this the same offering with one or two volumes added? Why are the projected prices so much more than the original?

They are upgrades in that they are volumes that were not included in the original set. Many of them have 10, 20 or so new titles that were not a part of the original collection(s).
The projected prices are set by the community, and so while some are cheaper @ 18$, others (like the Galatians set) are more expensive. But consider the page count and the volume count for the money, they are probably around the same when the variables are accounted for. This is actually also being discussed in another thread as well:

They all look like new volumes not previously offered. Most seem a little more obscure than the original offereings with few "big name" authors.
Projected prices most likely reflect the feeling by bidders that there will be a lower level of interest in this second round of offerings hence bidding only a dollar or two per volume is unlikely to get them into production. I generally go through the listings in detail and rate each book between 1 and 5 dollars, depending on the credentials of the individual author.0
