Library tag "edit" button not always where expected

The tag "edit" button normally appears at the end of the list of existing tags

(This button seems to have replaced the "add tag" button)

Sometimes - as below - the button is within the set of existing tags

This will be fixed in 5.2a Beta 4.

The Edit link should now follow the last tag.
