Well I did a resource by resource search between the two laptops and found a number of Logos 4 Gold resources didn't get passed over. So I copied them over and am working to index them now. The Library now shows the same number of resources. The question I have is if my resource library is supposedly being maintained on the corporate servers, why did it not provide all my resources when I installed Logos 4.0a on my new laptop?
Maybe someone from Logos can help me understand that question.

Dave, attached is an image of the missing resources.
I copied them into my C:\Users\Kenneth Shawver\AppData\Local\Logos4\Data\l5zhkhqq.i4b\ResourceManager\Resources folder. I did a "rebuild index".
The indexing is complete but my search hits on (e.g. Nephilim) is less than on my old system. I don't have the numbers at the moment, but I can see resources missing from the search (e.g. Amplified Bible).
Any thoughts?
Assuming you're logging in to L4 with the same Logos ID as before, try this: type update resources into the command bar and see if it finds any of your missing resources. (Note that this command typically takes several minutes to run, during which time it doesn't seem to be doing anything.)
Otherwise use the scan command in the Command bar:-
scan <location of missing resources>
and restart L4.

Thanks Rich. I did find the missing resources ad added them into the necessary folder. I am still not getting all the hits on my Windows 7 system that I receive on my XP system. This is frustrating and what I am trying to figure out how I can get the two systems to be in sync.

Did you type update resources?
If L4 isn't seeing them it's most likely because it doesn't know you have a license for it, or it's not indexed. Update Resources may download the correct license to let you see the file (it might not -- I'm not sure how it will respond if you manually copied the resource).
Another command to try, if you've tried the above and it hasn't forced an index to build, is to rebuild the index. This will obviously take time and may not fix the problem, so only do it as a last resort. To do that type rebuild index in the command bar. Of course, this could take several hours, so do it when you don't need to be using the computer, if you can.

I don't think rebuilding the index will help. If this is the same problem, it could be a problem on the server side.
The next question, which may need someone from LOGOS to come back on, but I ran a search on Nephilim and it had 394 results in 176 articles. On the Win 7 system I get hits "By Book" with the first three as: American Standard Version, Angels: Elect and Evil, Ante-Nicene Fathers: Volume II. On my XP system I get hits "By Book" with the first three as: American Standard Version, Amplified Bible, Angels: Elect and Evil. The Amplified Bible is not showing up in the search. That is my question, why isn't it showing up?

If you get the same number of results on both systems, both having the same number of resources, and both showing the Amplified in Library, have you scrolled the Win7 results to find The Amplified? If it is missing, what book is making up the number of hits?
Well that's the million dollar question Dave. I checked the list and the Amplified is not listed (BTW the list runs alphabetically). So I need to pull up the XP system and see which one is replacing it. On my original cursory look everything seemed to be the same except the Amplified was missing (position 2 in the list) on the WIN 7 system and it was present on the XP. That doesn't make sense, especially since I can do the search using just the Amplified and it's there, or on my English Bible collection where it again appears in the number 2 position (right after American Standard Version).
