I have owned Logos for a few years and L3 had the letters "OC", then it was upgraded to "ND". Now L4 has "LE". What do these letters mean?

They just represent various program upgrades. You'll notice that the last letters are a series, C,D,E as are the first, O,N,L.
They represent the current revision of the base package. Scholars OC, ND, and LE are all different packages. If they didn't have these distinctions then it would be very confusing when the base packages change.
