Can I get a witness?

...or at least some kind of explanation regarding this resource...

I found this nestled in one of the new bundles. I had no idea such a creature existed. It sounds a bit like Tov's resource. Are there significant differences? Is this just Hebrew & Greek? No English? How do I rouse this from its slumber?
