It would be possible to configure to show that the description of the contents of Strong´s dictionary when land the mouse over a word in the Bible in the logos 5 software?
Firstly, and most importantly, welcome!
The best way to achieve this is via the Information tool (under tools). Under settings, you should be able to select an option to display the entire definition (as per the screen shot below).

You will have to prioritize the Enhanced Strong's Lexicon (ESL) as your #1 lexicon so that the Information tool will work in any Bible e.g. reverse interlinear bibles, Greek bibles, Hebrew bibles. The Strong's number definition (suggested by Andy) will only work in bibles with Strong's numbers, so the main definition may come from another lexicon if you don't prioritize ESL.

You must be talking about the Information Window (from "Display information") in L3, as any pop-up is similar to the Logos "popup" at the bottom of the resource window i.e. no lexicon definition. And if you don't close the L3 Information Window it will constantly flash new info, but Logos 5 allows you to update with a "click"! Otherwise tailoring the information displayed is very similar.
