If Logos had Dake's Annotated Bible, then a search would indicate over 1000 (1050 is about the number it has, if memory serves).
Btw, the 613 typically tossed around for the TaNaKh is an artificial number. Different lists of 613 have different commands listed.

What are you meaning by "commands"
are you thinking of, for example, the "10 commandments" found in Exodus 20 or are you looking for the sort of command when Jesus told his disciples to go and find a donkey for him to ride into Jerusalem in Mark 14.

Someone I know has claimed: God in the OT is "you shall, you shall, you shall" while the God in the NT is "I will, I will, I will." I would like to quantify the behavioral/doctrinal commands in the OT and NT.

As a Lutheran who thinks that Law and Gospel do need to be distinguished, I think your friend is sort of on to something - but not by testament. Laws and Promises are in the Bible from Genesis to Revelation. The hard part is showing how Jesus fits into all of this - and this will lead us way over the edge into theological debate.
