Lutheran Bronze and Lutheran Silver Same # of Commentaries?

Ok, doesn't having a higher base package mean you get more commentaries? It seems like Lutheran Silver failed to add an extra set.  The chart below shows "3 sets" and "one commentary" on Bronze and they are the same for Silver.  Is this an oversight?

I've never thought about it as a rule - I suspect it depends upon the list of resources Logos has to choose among to build the packages from.
