We in a new month with a new data cap.
Mark after moving the folder as you suggested my system still showed a 525mg download, and as I did not have any bandwidth left, I left it for the new year

This morning with a fresh cap I could once again start and try and rectify the problem of the looping downloads....
1. Moved the lbxlls resource folder totally off line
2. Followed the Logos4 procedure - showed the 525meg download again. I let it run. Halfway through the system requested a restart - that was for the system upgrade to new RC. After that all went as normal, downloaded the 480 odd meg of the download and also then the large 800meg new interlinear resources. Did a re-index and now system is all OK.
3. Forced an update now and was informed that all is done - no downloads 
.
4. Now I must just get 3 to recognise new folder for lbxlls files in Tools/options then all done.
SO FOR ME I AM NOW BACK TO 4 , and relieved and happy - THANKS ALL
