This is not a bug, but how it 'always' used to work. The new tag editor features haven't been completed for multi-selection yet.
Concur new tag editor features have not been completed for multi-selection, which now feels buggy. Ideally multi-selection tag editor would show tags that are shared by all selected resources and have option to rename or delete.
