1. This appears to be a curated list of references. What are the criteria for inclusion?

2. "See also" implies that there was some sort of a primary reference(s) preceding it. I've not been able to find a topic that includes anything before the "See also". Is this a bug? if not, shouldn't the wording be changed?

Yes, we should probably should drop the wording "See Also" in cases where there aren't Key Verses.
