BUG or What layout actually works for a commentary such as MacEvilly?

I entered Matthew 7:1-6 in the reference box of the NRSV - two pericopes in the NRSV division. With three linked panels this is how it positioned ACC and MacEvilly:

Things look normal ... until you realize that on MacEvilly, the positioning skips the analysis and starts at the commentary section. Unless you know the resource intimately, you can use it for some time before learning that you are missing part of the text. Note that on the ACC I am not missing the overview.

Is this an error in the tagging of MacEvilly that bypasses the analysis i.e. overview? or am I entering a reference that causes the problem? or is there another way to set up a layout that solves the problem?

Note: although the problem is not as pervasive I can duplicate the problem in Lange's Commentary as well.
