Screen Capture Program Recommendations for Windows

I have been using "Snipping Tool" that comes with windows but I've been considering other programs. I primarily use screen capture in the forums when I'd like to highlight part of another post or something in Logos. "Snipping Tool" works okay but it is not have great editing tools like drawing circles and arrows etc.
What program do you use and why? Ideally I'd love to get one for no cost or low cost which will leave me more $ for Logos!

I use Jing.

It supports quickly capturing a window or a region of the screen, then adding arrows, boxes or text. The primary reason I use it is that it can submit screenshots directly to our internal bug tracking software [:)] but it can also easily save as a file, attach to email, etc.

Thanks Bradley. This is exactly what I was looking for. I would highly recommend this and especially since it is free for non-commercial use.

there's a bug in the forum software: you need to put a space after the link (as I did in the cited post) to make it active.
