If you put the passage guide on the right side of the screen, can you see the list? On my test machine (a MacBook) it's not that the popup is blank, but that it's so wide that the options appear off screen unless the passage guide is on the right side.

That is wide, but it does appear. And I was able to add a collection to the PG. Nice. I suppose you will shrink that pop-up (drop down or whatever you call it)
