Why are there are two lists of New Tab options, depending on what the adjacent tab is?

If you click the + icon to the right of a Library tab (or any of the following kinds of tabs), you see these options:

If you click the + icon to the right of a Program Settings tab (or any of the following kinds of tabs), you see these options:

I don't see any rhyme or reason to the two separate groupings.

It appears to me that the first deals with the Logos resources and ways to interact with them. The second looks like user-generated ways to customize and interact with the library. However, these lists do appear slightly arbitrary because the categories overlap (for example syntax search should probably be in the second category using my logic).

Yes, and Handout Document, Reading Plan Document, and Word Find Document should be in the second category by your logic, as these are all user generated content. And Program Settings should be in the first list by your logic. The lists seem pretty random to me, though I agree there is the appearance that your suggested difference was the original organizing principle.
