Since you are posting in the biblia API forum, I'm assuming you are asking about creating a reading plan from within the Biblia website.
There is no method for doing so that I am aware of within Biblia.com.
Reading plans are meant to be created on the Logos Bible software platform, they then will synchronize with your account on Biblia.com
