How do i permanently add or delete a version from this list.
As often as I remove NLT and try to add HCSB it keeps going back to NLT

have you tried to prioritize other translations in your library?
I know - getting the compare versions version list to work is obnoxious ... be sure to select the version from the drop down list. Then when its in the list hit enter a couple of times. I don't know what the official method is but changing a version at a time and using my overkill, I usually get it to work.[:D]
