would it make any difference if I set the base priority under task manager to HIGH? because it is on LOW by default.

"Low" means that Windows will prefer to give CPU time to other programs if they need it; if nothing else is using the CPU, then Indexer will get to use all of it.
"High" means that Windows will prefer to give CPU time to the Indexer even if other programs need it; this can make your system less responsive.
Unless you've got another program trying to use CPU while the Indexer is running, setting the priority should have little effect; on an otherwise idle system, the Indexer will run at full speed whether it's Low or High priority.
(Installing a SSD, if you don't have one already, will make the biggest impact in improving indexing speed.)
