Yes.
When I click the link it takes me to a page with a recommended upgrade option based on what I already own. Appears to be working at this point in time for me. Others have reported outages. It would seem there are mixed results and availability at this time.
It's been up and down depending on how much traffic they're getting at any given time. They had some programmers staying up all night last night re-coding the website to try to handle the higher traffic, and it does seem somewhat better today, though there are still periods of outage it seems. Just keep trying, or wait a few days until the initial wave settles down.
