Probably yes, they did so with L5 - improving feature parity all through its life span. However, as to when, it depends on how long it takes to code and then complete a beta cycle.

Feature parity with mobile has never been a stated goal. The mobile apps ≠ the desktop apps.
The best answer is "we don't know." SOME features will probably make their way to mobile, but there should be no expectations of such. I HOPE that they add personal book sync.
