Just quickly scanning the two verses perhaps the difference is sense is dictated by context? Maybe....I don't know.

This may be due to the fact that when we were working on the Bible Sense Lexicon we worked on Greek and Hebrew independently and then tried to merge. We did this in an attempt to make sure we weren't conflating the meanings of Hebrew words and Greek words where we shouldn't have. But, this may be a case for us to review to see if we might have just missed each other. Thanks for the feedback. And we'll look into it.

This is probably best normally, but the question of quotations is a tricky one, there are places where direct quotations are theologically applied differently than their OT context.
