Can't "drag" documents to a panel when opening them
6.0a beta 2 on Windows 8.1
When trying open a document from the command line I can't drag it to a panel of my choice as below
I can drag resources when opening them

I can't either OS X 10.10.1 and Beta 2
I can drag a document to the short cut bar
I can drag a resource to a panel
But I canna do what you canna do either.
