Not in a supported way outside of Logos
But you can do "bulk renames" from within the Library panel - using right-click

When I did a bulk clearing of my ratings, it took a surprisingly long time. So I'm reluctant to commit to a process that could tie up the Library for a while without knowing it will give me the results I'm looking for.
While I'm at it, it seems that, for the occasional resource, the Library info pane's tagging window does not resize to permit access to all tags. But when I open the resource in its own tab, I can access the whole list of tags in the info pane there. Is this something I should report on a resource-by-resource basis?

Yes. I've just tried it and it seems to work fine

I'd report it as a general issue with a couple of specific examples - and please make it clear whether the issue is on Windows or Mac

One other little trick I discovered when I was having a "tagfest" of my own recently, was that if you click on the "Mytags" column in your library, it will group all your resources by tag, giving you a list of all the tags you've used and conveniently grouping the resources to make any corrections easier. You'll end up with something that looks like this:
