BUG: Information tool does not display when already open behind other tools/resources

WIN: 6.0a; 6.0.1.0032 (this behavior has existed at least several L5 versions before this one)

1. Open NASB in one panel. 
2. Open the Information tool in a second panel.
3. Open a commentary in the second panel, covering the Information tool.
4. Right-click on a significant word in NASB, then select "Show Information" in the pop-up menu.
5. Wait 5-10 seconds.
6. Note that the information tool is not displayed from behind the commentary in front of it.
7. Click on the Information tab to display the tool and note that the information for the selected word was loaded into the Information tool, but the Information tool was not displayed from behind the commentary.

I was expecting the information tool to be displayed when it was selected from the pop-up menu (like other tools and resources when they are open behind other tools or resources).

Note that if the Information tool is not already open, it will open and display the appropriate information when selected in the pop-up menu.

I can reproduce that.

I have my Info set to update on "click". So when I "click" (rather than right click) at step 4 the Info panel is not displayed, but neither does it reflect the word clicked at step 7.
